Ever since Independence in 1947, India-Pakistan relations have been marked by fear, mistrust and persistent hostility. The two countries have fought three and a half wars, besides several other confrontations, but none has resolved their underlying disputes. Instead, relations have generally deteriorated after every conflict. Political and diplomatic engagement has remained hostage to two familiar narratives: “Kashmir first” for Pakistan and “terrorism first” for India.
