The Supreme Court declined to issue any clarification on its May 19 judgment permitting authorities to euthanise rabid, incurably ill and demonstrably dangerous stray dogs in areas witnessing frequent attacks. A bench of Justices Vikram Nath and Sandeep Mehta refused to entertain a plea by NGO “Animals Are People Too”, which sought clarification that the ruling should not be interpreted as allowing indiscriminate culling of stray dogs. The court observed that media reports and public statements could not become grounds for repeatedly revisiting judgments. It noted that all high courts had already been directed to monitor implementation of the stray dog management framework through suo motu proceedings. The Supreme Court had earlier stressed that any euthanasia must follow veterinary assessment and comply with the Prevention of Cruelty to Animals Act and ABC Rules.
