A metamorphosis in the Indian polity and politics does not merely mean a change of government through an election, but the possibility of a larger institutional and systemic transformation. The electoral change of 1977, when the Janata Party came to power, reversed some of the avoidable amendments made to the Constitution during the Emergency by Prime Minister Indira Gandhi. However, it did not lead to a transition from a predominantly one-party system to a multi-party system with a stable dynamics of alternation.
