Mumbai local train commuters who play videos or music loudly on mobile phones without earphones could face fines of up to Rs 5,000 and imprisonment of up to six months. Central and Western Railway authorities plan to use warnings and enforcement under Section 145 of the Railways Act to curb noise-related nuisance.
