State shipbuilder PT PAL has started construction of a new class of stealth submarine in Surabaya, working alongside France's Naval Group under a long-planned technology transfer program. The project is designed to give Indonesia its own capacity to build advanced conventional submarines rather than relying entirely on foreign shipyards.
