THE Permanent Secretary in the Ministry of Foreign Affairs and East African Cooperation responsible for East African Affairs, Charles Ngeleja Kadonya, has stressed the need for projects being implemented in the Lake Victoria Basin to deliver tangible benefits to local communities.
