THE essence of democracy is that every citizen has the right to vote and elect their representatives. Universal adult suffrage was contemplated by Motilal Nehru in his 1928 report, which stated, “every person of either sex who has attained the age of 21 and is not disqualified by law shall be entitled to vote.”
