THE current crisis in Punjab is a continuation of problems that arose over five decades ago. Its underlying causes are deeper than certain acts of Sikh religious leaders or the states politicians. The problems are deeper and structural. They are embedded in socioeconomic factors that matter, but the main cause is a dysfunctional national food security policy.
