The court cited forum non conveniens, stating that the primary impact and cause of action lie in Visakhapatnam, where a similar PIL is already pending. The petitioner argued that the decision to close the existing airport for 30 years, transferring operations to a new airport 60 km away, was arbitrary and wasted public funds.
