The BMC has proposed a revised trenching policy featuring a five-times penalty for unauthorised excavation, lower reinstatement charges during road construction and longer defect liability of up to 10 years. The framework also mandates GIS-based underground utility mapping and tighter controls on when agencies can dig up Mumbai roads.
