Romania has deployed four rock-filled barges in the Danube to redirect scarce river water toward the Cernavodă nuclear power plant as severe drought conditions threaten cooling supplies. The intervention produced an unexpected 1.6-inch rise in the river level, despite forecasts predicting an equal decline.
