Russia has publicly laid down what it calls the “basic condition” for a ceasefire in Ukraine — and it directly targets Kyiv’s control over occupied territory.Speaking to reporters, Kremlin spokesperson Dmitry Peskov said President Volodymyr Zelenskyy must order Ukrainian forces to stop fighting and withdraw from Donbas and what Moscow now calls “Russian regions” for a ceasefire to take effect. Only after that, he said, can “full-scale and very complex” peace talks begin.
