The Railway Ministry said the proposed merger of Konkan Railway with Indian Railways can proceed only after KRCL becomes fully owned by the Centre. Goa has agreed to transfer its stake, while Maharashtra seeks reimbursement and Karnataka wants an exit option. The Ministry said legal and administrative approvals will also be needed before integration, according to its response.
