Opinion - For nearly two decades, Somalia's recovery has depended on an uneasy external architecture. International diplomacy has preserved its sovereignty, foreign assistance has supported essential government functions, and African Union peace operations have prevented armed groups from overrunning major population centres. Yet these external pillars have never resolved Somalia's most fundamental challenge: the absence of a durable political settlement among its institutions and political actors.
