Eritrea’s challenge is not simply to recover from decades of economic underperformance, but to build the capacity to move from potential to sustained performance. Drawing on the ideas of Halima’s dilemma, Woldeab Woldemariam, and Ibrahim Sultan, this article examines how moral purpose, civic organization, and capable institutions can provide the foundation for a developmental state. It outlines six interconnected pillars—agriculture, industry, developmental finance, human capital, capable institutions, and infrastructure and regional integration—through which Eritrea could transform its resources and human potential into lasting economic progress.
