T V Somanathan has created a taxonomy of bureaucrats that includes various classifications for secretaries. While acknowledging the humorous potential in this classification, he suggests that ministers also deserve similar categorisation. Examples of minister classifications include those who inaugurate frequently or blame past governments for current issues. This 'admin zoology' approach could lead to a fresh perspective on governance.
